According to the provincial Party committee The provincial government's implementation opinions on comprehensively promoting rural revitalization and accelerating agricultural and rural modernization (lufa [2021] No. 1), the provincial government's action plan for promoting rural industry revitalization in Shandong Province (lzf [2020] No. 1), and the financial policy on supporting the eight development strategies (lzz [2020] No. 221) relevant deployment requirements, in order to accelerate the formation of "Four-level joint creation and echelon promotion" of national, provincial, municipal and county modern agricultural industrial parks Pattern, effectively promote variety cultivation, quality improvement, brand building and standardized production. In combination with the national policy guidance and the actual work of our province, continue to establish and support the provincial modern agricultural industrial park in 2021. The relevant matters about the creation are notified as follows:
1、 Create layout
Modern Agricultural Industrial Park (hereinafter referred to as "Industrial Park") is based on the resource endowment of the county, focusing on the leading industries with local advantages and characteristics, based on high standards and large-scale planting and breeding, aiming at industrial prosperity and increasing farmers' income, gathering modern elements and business entities to promote "production + processing + science and technology + brand marketing" Integration, whole chain development, green development and integration of three industries, with clear geographical boundaries, regional scope and leading construction level of modern agricultural industry development carrier and platform. Priority will be given to supporting eligible counties that are key assistance for rural revitalization, grain production functional areas, important agricultural product production protection areas, characteristic agricultural product advantage areas, national modern agricultural demonstration areas, national and provincial agricultural green development pilot areas, etc. Encourage the use of new generation information technology to deeply integrate with the agricultural industry, explore and build a leading and forward-looking Digital Agricultural Industrial Park of "industry + supporting, platform + ecology, technology + empowerment", and give full play to the demonstration and driving role.
2、 Declaration conditions
Focusing on the stable production and supply of grain and other important agricultural products, the improvement of the quality, efficiency and competitiveness of agricultural industry and the continuous increase of farmers' income, comprehensively considering the factors such as agricultural resource endowment, the development of characteristic industries, the foundation of park construction and the integration of three industries, based on the county layout, the primary processing and intensive processing of characteristic agricultural products, and paying attention to the organic connection of "grain head, food tail, agriculture head and labor tail", Focus on improving the level of facilities, parks, integration, greening and digitization, and focus on supporting the establishment of industrial parks such as high-quality grain and oil, modern seed industry, efficient forest and fruit, ecological livestock and poultry, healthy aquatic products and genuine traditional Chinese medicine. In general, the following requirements shall be met:
（1） The main body of the Provincial Industrial Park shall be the county (city, district) people's government, or the economic and Technological Development Zone, high-tech zone and other functional zones approved by the people's government at or above the provincial level (the total output value of agriculture, forestry, animal husbandry and fishery must reach more than 1 billion yuan in 2020), and the county has been carried out in a standardized manner The establishment and construction of (city, district) agricultural industrial parks. Those that have been approved to establish or have been recognized as national industrial parks will not be declared.
（2） Provincial industrial parks shall be arranged below the county level, and shall not be established in the whole county or at least two towns (streets).
（3） The Provincial Industrial Park applied for establishment shall be based on the officially announced Municipal Industrial Park. The leading industries shall be implemented into specific varieties and categories. It is encouraged to focus on one or two leading industries to become bigger and stronger. It is not allowed to apply generally according to the comprehensive categories such as grain, fruits and vegetables, livestock and poultry and aquatic products.
（4） The Provincial Industrial Park applied for establishment shall implement the "director system", learn from the construction experience of economic and Technological Development Zone, vigorously promote the establishment of Management Committee in the industrial park, and promote the main responsible comrades of the Party committee or government to be the "director".
（5） Counties (cities, districts) that have been notified by ecological environment, agriculture, rural or market supervision departments at or above the provincial level of major agricultural environmental pollution or ecological damage and major agricultural product quality and safety events in the past two years shall not apply.
3、 Quota allocation
The Provincial Department of agriculture and rural areas and the Department of Finance calculate and determine the quota for the establishment and application of each district and city according to the comprehensive factor method, and set up policy quota for grain, seed industry and so on. In principle, each city divided into districts shall be allocated one quota. If there are more than 5 cities divided into districts that have not carried out the establishment of agriculture related counties (cities and districts), it can be recommended to apply for 4; if there are 5 agriculture related counties (cities and districts), it can be recommended to apply for 3; if there are more than 3 agriculture related counties (cities and districts), it can be recommended to apply for 2. The excess law will not be accepted.
4、 Create program
The industrial park to be established shall be applied for by the people's government at the county level or the management committee, Municipal Agricultural and rural (in charge of fishery) and the financial department shall determine the method of merit recommendation, and report it to the Provincial Department of agriculture and rural areas and the Department of Finance after unified research and approval by the municipal government. The Provincial Department of agriculture and rural areas and the Department of finance will jointly organize competitive selection in accordance with the principle of high standard, less but better, rather lack than abuse, and approve the establishment through the combination of material review, public defense, expert review and on-site verification. Among them , for the declared policy quota, separate selection will be included in the scope of support. For the list of provincial industrial parks to be approved, the Provincial Department of agriculture and rural areas and the Department of Finance shall jointly issue a document for publication after there is no objection to the publicity.
5、 Financial support
The provincial finance supports the provincial industrial parks approved to be established by means of awards instead of subsidies, and the subsidy scale of each industrial park is 30 million yuan. In order to embody the principle of incentive and restraint and strengthen the responsibility of local subjects, the award and subsidy funds are arranged in two times. For the first time, 50% of the funds will be arranged after the establishment is approved, and for the second time, the remaining funds will be arranged after the listing is identified. The provincial financial award and subsidy funds mainly support the construction of large-scale planting and breeding demonstration facilities, the improvement and upgrading of industrial chain supply chain, the construction of scientific and technological collaborative innovation platform, the digital transformation and upgrading of industrial parks, agricultural product certification and brand cultivation, and the increase of agricultural income by connecting agriculture with agriculture. The reward and subsidy funds shall not be used for the construction of buildings, museums and municipal roads, shall not be disbursed as management fees, and shall not be used for the purchase of means of production and the large-scale development of leisure agriculture; It shall not overlap with projects such as high-standard farmland construction; It is not allowed to distribute equally, avoid all aspects, follow the principle of making up for what is missing, and there shall not be more than 6 implementation subjects in principle. We should give full play to the decisive role of the market in the allocation of resources, effectively drive the municipal and county governments to increase investment through the provincial financial fund award and subsidy, and guide the leveraging of financial capital and social capital to participate in the construction. In principle, the self raised funds should reach more than three times the provincial financial award and subsidy funds. The establishment period of the industrial park is two years. Each industrial park has two opportunities to apply for identification and listing. If it fails to pass the identification twice, it will not arrange reward and supplement funds, and recover the remaining funds according to relevant regulations.
6、 Mechanism exploration
Continue to encourage provincial agricultural scientific research and teaching institutions and counties (cities and districts) jointly set up industrial parks, jointly set up a leading group for the establishment of industrial parks, and jointly promote the construction of industrial parks. Support provincial agricultural scientific research and teaching institutions to select outstanding talents to participate in the establishment of industrial parks through temporary posts, posts and peer-to-peer agreements, encourage scientific and technological personnel to establish scientific and technological enterprises in the industrial parks and participate in the transformation of scientific and technological achievements. Support large provincial state-owned enterprises To contribute to the establishment of the industrial park, the contribution scale shall not be less than the provincial financial reward and subsidy fund scale, and the invested enterprises can participate in the construction and management of the industrial park by means of temporary post, post, etc.
7、 Material submission
All cities divided into districts shall submit the summary of the construction of industrial parks, the consent opinions of the municipal government, the basic information form of the application for the establishment of provincial industrial parks, the creation plan of provincial industrial parks, the construction plan of industrial parks approved by the people's government at the county level and other materials to the Provincial Department of agriculture and rural areas by November 4 in the official documents of the municipal agricultural and rural (fishery) and the financial department (8 sets of paper copies and 1 set of electronic CD). Overdue will not be accepted.
