In accordance with the spirit of the notice of the people's Government of Shandong Province on printing and distributing the action plan for promoting the revitalization of rural industries in Shandong Province (lzf [2020] No. 1), promote the high-quality development of intensive processing of agricultural products. After research, it is determined to continue the establishment of demonstration counties, demonstration parks and demonstration enterprises of agricultural product processing industry. The relevant matters are hereby notified as follows.
1、 Declaration conditions
（1） Demonstration County of agricultural products processing industry
1. Prepare and complete the development plan of local agricultural product processing industry or list the content of agricultural product processing industry separately in other plans, and the agricultural product processing industry will develop in harmony with the agricultural ecological environment.
2. The leading industry is prominent, with industrial advantages such as grain, vegetables, fruits, animal husbandry, aquatic products and tea. The layout of raw material base and agricultural product processing industry in the county is reasonable, and production and processing, scientific research and industry, enterprises and farmers are connected and matched.
3. The development of agricultural products processing industry has achieved remarkable results. It has a certain scale of agricultural products processing park, and there are more than 40 agricultural products processing enterprises above Designated Size in the county, including more than 6 key leading enterprises (processing type) of agricultural industrialization above the provincial level or demonstration enterprises of agricultural products processing industry; the annual main business income of agricultural products processing industry exceeds 6 billion yuan.
4. The supporting facilities are relatively complete, with good infrastructure conditions, and public service platforms or comprehensive service platforms such as financing guarantee, inspection and testing, warehousing and logistics, labor employment and export agency are built.
5. The level of agricultural products processing technology is in a leading position in the province, with 1-2 widely used and relatively mature processing technologies; It has key laboratories, engineering technology centers and other R & D institutions recognized by recognized institutions at or above the municipal level (which can be attached to enterprises).
6. Raw materials produced by agricultural products processing enterprises through self built bases or stably purchased by signing contracts with farmers' cooperatives and farmers account for more than 70% of the raw materials used in production and processing.
7. Complete industrial chain, high degree of integration of production, processing and sales, and supporting development of warehousing, packaging, transportation and other industries; The value-added capacity of processing and transformation is strong, and the ratio of the output value of agricultural product processing industry to the total agricultural output value exceeds the average level of the whole province.
8. The brand development of agricultural products has a good foundation and has high market popularity and influence. The main products have obtained the "three products and one standard" certification and the famous brand certification above the provincial level. The regional public brands and enterprise product brands of agricultural products have been included in the list of well-known agricultural products brands in Shandong Province.
（2） Agricultural products processing industry demonstration park
1. The development foundation of the park is good, the planning and construction scheme is clear, the area and scope of the park are clear, and the land, fire protection, safety, energy conservation, environmental protection, health and other aspects comply with relevant national regulations and standards.
2. The park has an independent operation and management organization, sound internal rules and regulations, perfect organization management, operation management and socialized services, and good business conditions.
3. The industrial cluster in the park is obvious. There are two key leading enterprises (processing type) of agricultural industrialization at or above the provincial level or demonstration enterprises of agricultural product processing industry, and the annual sales revenue of agricultural product processing industry in the park is more than 1 billion yuan.
4. The investment policy and environment of the park are good. The park has built or relied on leading enterprises to build public service platforms or comprehensive service platforms such as financing guarantee, inspection and testing, warehousing and logistics, labor employment and export agency, which can provide services for agricultural product processing enterprises entering the park.
5. The park has an obvious radiation driving effect, driving a large number of farmers, a wide range, and a close interest connection; The purchase proportion of raw material orders of agricultural product processing enterprises exceeds 70%.
6. The park has strong value-added ability of processing and transformation, high added value of processed agricultural products, and the ratio of output value of agricultural products processing industry in the park to raw material procurement exceeds 2:1.
（3） Demonstration enterprise of agricultural product processing industry
1. Enterprise organization form. An enterprise must be an enterprise with independent legal person status established according to law with the processing of agricultural products (including grain and oil, fruits and vegetables, livestock products, aquatic products, characteristic agricultural products, etc.) as its main business.
2. Enterprise scale efficiency. Vegetable, fruit, tea, nut and traditional Chinese medicine processing enterprises have more than 100 million yuan, and the sales revenue of other enterprises has reached more than 500 million yuan; The sales revenue of processed agricultural products accounts for more than 70% of the total sales revenue; The return on total assets of the enterprise is higher than the bank loan interest rate in the same period.
3. Corporate reputation. The enterprise shall not owe taxes, wages or social insurance benefits, and is not included in the list of dishonest Executees. The bank credit rating shall generally be above AA (including AA), and the asset liability ratio shall be about 60%. The enterprise has no quality and safety accidents in recent three years.
4. Enterprise quality system. The enterprise has a relatively sound quality management and quality control system and should pass ISO9001 quality system certification, HACCP certification, etc.
5. Enterprise competitiveness. The technology of the enterprise is at the leading level in the industry. It has the certification of high-tech enterprises above the municipal level. Its main products have passed the green and organic certification, and the production and marketing rate has reached more than 90%. The product brand has obtained the famous brand certification at or above the provincial level or has been included in the list of well-known agricultural product brands in Shandong Province.
6. Enterprise driving ability. Enterprises have established a reliable and stable interest connection mechanism to increase farmers' income; Domestic raw materials purchased through contract, equity and cooperation account for more than 75% of the required raw materials.
7. Comprehensive utilization level. The comprehensive utilization rate of by-products reaches the advanced level of similar enterprises in China or the province, the high-value utilization technology of by-products is mature, the processing by-products is lower than the average level of similar enterprises in China or the province, and the enterprise has complete supporting environmental protection equipment to realize cleaner production.
2、 Declaration procedure
（1） Unit application. The application unit shall fill in the application form and prepare the application materials, and the County-Level Agricultural and rural (fishery) department shall summarize and submit the application to the municipal agricultural and rural (fishery) bureau. The application unit of the demonstration county of agricultural product processing industry is the County-Level Agricultural and rural Bureau The (fishery) department and the application unit of the demonstration park are the park management department, and the application unit of the demonstration enterprise is the agricultural product processing enterprise.
（2） The municipal agricultural and rural (fishery) bureaus shall review the authenticity, integrity and standardization of the application materials and recommend the candidate list to the Provincial Department of agriculture and rural affairs with official documents.
（3） The Provincial Department of agriculture and rural areas shall organize a comprehensive review of the application materials, determine the demonstration list and publish it in an appropriate form.
3、 Relevant requirements
1. This year, the No. 1 document of the provincial Party committee proposed to "vigorously develop the primary and deep processing of agricultural products, promote the sinking of agricultural products processing to the origin, docking with the sales area and concentration to the park", and promote the high-quality improvement of agricultural products processing industry. All cities should earnestly do a good job in the establishment of demonstration of agricultural product processing industry, so as to lay a good foundation for the evaluation of high-quality development of agricultural product processing industry; During the establishment process, we should fully consider the cultivation of local leading industries and characteristic industries, screen and recommend counties (cities, districts), parks and enterprises with large regional influence, strong industry representation and long industrial chain. For those with prominent single indicators, high level of intensive processing and obvious demonstration function, the standard can be appropriately reduced.
2. The applicant shall carefully fill in the application form and prepare the application materials according to the application standards, and be responsible for the authenticity of the materials. All cities shall strictly review the application materials to ensure authenticity, accuracy and standardization. According to the development of local agricultural product processing industry, each city can recommend 1-2 agricultural product processing demonstration counties and demonstration parks, and recommend demonstration enterprises according to the declared quota (Annex 1).
3. Before November 29, all cities shall submit the recommendation documents and recommendation forms to the rural industry development department of the Provincial Department of agriculture and rural development in official documents, and send the electronic version of the application materials to sdcyh＠shandong.cn email.
